Jim Fernandez was recently promoted to Special Assistant to the Vice Chancellor for Research and Economic Development at Louisiana State University; he also retains his duties as the Executive Director of the Stephenson National Center for Security Research and Training (SNCSRT). Jim is also Co-Chairman of the Food and Agricultural Protection Training Consortium and a member of the Board of Directors of the National Center for Food Protection in Battle Creek, MI. As Special Assistant, he will assist the Office of Research and Economic Development in developing the academic research agenda related to identifying and supporting strategies to increase the amount of homeland security research. He will also work with faculty from all colleges to increase collaboration with SNCSRT on a research agenda designed to advance Flagship 2020. In his position as SNCSRT Executive Director he is responsible for the following programs: National Center for Biomedical Research and Training (NCBRT), Law Enforcement Online (LEO), Stephenson Disaster Management Institute (SDMI), National Center for Disaster Fraud (NCDF) and the Carrol L. Herring Fire and Emergency Training Institute (FETI). These programs are collectively funded at $40+ million and whose purpose is promoting integration and collaboration toward the common objectives of safety and security.

From 2003 to 2006, Jim was Vice Provost for Fiscal Affairs in the Office of Academic Affairs at Louisiana State University in addition to his duties as Executive Director of the National Center for Security Research & Training.

SNCSRT has brought in over $500 million to the University since 1991. Besides his work at LSU, Fernandez has held leadership positions at the University of Vermont, the State University of New York, Arizona State University, LSU Health Sciences Center and the East Baton Rouge Sheriff’s Department.

Jim has a MBA from the University of South Dakota and two undergraduate degrees from LSU, one in Quantitative Business Analysis and the other in Management. He earned his commission in the Air Force through the LSU AFROTC Program and was a Distinguished Graduate. While on active duty, he was a Combat Crew Commander in the 67 Missile Squadron, 44th Missile Wing, Ellsworth Air Force Base, South Dakota.

Jim is a native of Gretna, Louisiana and is married with no children.

Robyn Hawkes earned a bachelor’s degree in Accounting from LSU and maintains her professional certification as an internal auditor, CIA. She has been employed with LSU since 1985 and joined the SNCSRT staff in April 2003. Robyn began her work at LSU as an accountant before joining the Office of the Vice Chancellor for Finance and Administrative Services as an internal auditor. After three years, she was promoted to Senior Internal Auditor. Robyn remained in Internal Audit until May 1999 when she was hired as Business Manager for the Division of Continuing Education and remained there until accepting the Assistant Executive Director position with SNCSRT in 2003. She was promoted to Associate Executive Director in July 2007.

Robyn’s position creates a valuable resource in the existing programs, contacts, and relationships of LSU’s nationally recognized center, SNCSRT. She is proud to be a part of the SNCSRT, as it is a leader in providing training on antiterrorism and counterterrorism techniques and regularly supports state and federal law enforcement agencies’ projects.
